Founded by Ms. Leung Sing-tak, MBE, BBS, JP, the New Territories Women & Juveniles Welfare Association (our “Association” or “NTWJWA”) is a charitable organisation that has always endeavoured to serve the community with family at its core.
Armed with the passion to improve the status and welfare of the elderly, women and children during the postwar era, Ms. Leung set out to organise and promote cultural and recreational activities, subsidise education for underprivileged children, and provide family mediation. In 1967, Ms. Leung formally registered the New Territories Women and Juveniles Welfare Association as a non-profit limited company.
Since then, the Association has grown to establish the NTWJWA Leung Sing Tak Primary School, NTWJWA Christian Remembrance of Grace Primary School, NTWJWA Cheung Fat Estate Nursery School, NTWJWA Fanling Nursery School, NTWJWA Pok Hong Estate Nursery School, NTWJWA Sheung Shui Nursery School, NTWJWA Yuen Long Nursery School and Pentecostal Church of Hong Kong Leung Sing Tak Anglo-Chinese Kindergarten. We also serve the elderly through Pak U Neighbourhood Elderly Centre in Hung Shui Kiu, Yuen Long, which provides daycare services for the elderly and community care services for senior citizens.
In addition to establishing numerous service units, the Association regularly promotes cultural and recreational activities in the community made possible through charitable donations from our Directors, volunteers, and friends who share the same passion to serve.

From its inception, the Association has responded to the unique needs of the elderly in rural areas and was the first to provide cultural and recreational activities and personal services to the elderly in the Hung Shui Kiu district of Yuen Long. It also actively organises a number of community services and educational programmes to enable the elderly to enhance their sense of personal competence, improve how society views the elderly community, and promote social harmony and inclusiveness.
In the face of rapid social changes in Hong Kong, the Association will continue to focus on the family, providing learning opportunities, moral education, independent thinking training while caring for the disadvantaged to achieve a united and harmonious society.

Provide services that will allow individuals in need to develop their independence, autonomy and quality of life so as to enable them to contribute back to society.
- The New Territories Women & Juveniles Welfare Association was established in 1965 as a nonprofit-making kindergarten at Bo Shek Mansion in Tsuen Wan and was later renamed as the New Territories Women & Juveniles Welfare Association Limited as recommended by the District Officers of the Home Affairs Bureau and other signatories within the local communities.
- 1965 – The Ma Wan Clinic was set up to provide medicine and services to the poor.
- 1966 – The Cheung Chau Women and Juveniles Welfare Centre was established to promote cultural and recreational activities. This was followed by the construction of a children garden (nursery school) and kindergarten in Ping Chau as well as Hung Shui Kiu.
- 1973 – The first childcare centre serving children with mental disabilities and providing daycare services was launched in Yuen Long. Gradually, the Association launched preschool education services in surrounding districts.
- 1981 – The first aided primary school in Tai Po Tai Yuen Estate opened under the name “N.T.W.J.W.A Leung Sing Tak Primary School”. At the time of its inauguration, the primary school featured well-equipped facilities and was regarded by parents for high teaching standards and promoting active learning.
- 1994 – In November, the first elderly centre of the Association was launched as “Watt Pak U Memorial Centre for the Elderly”.
- 2014 – In October, “Watt Pak U Memorial Centre for the Elderly” was renamed as “Pak U Elderly Neighbourhood Centre for the Elderly” while continuing to provide community care and elderly services to Hung Shui Kiu, Yuen Long and surrounding areas.
- 2018 – NTWJWA Christian Remembrance of Grace Primary School was established in August.
- 2020 – Under the Social Welfare Department’s Pilot Scheme for Community Care Vouchers for the Elderly, the Association established a Community Service Centre in Hung Shui Kiu, Yuen Long.
